I've never been a great fan of DWT's in FP2003, they are subject to various errors.
I prefer to create a template with header, footer and navigation panel on three seperate pages and then use "include" to incorporate these into my webpages.
Simpler than the DWT method, plus I can use different navigation panels in different sections to allow the user to navigate, but always keeping the "home page" on top.
Had a look at the code, no glaring errors, though one thing I did notice, in most of the links you have spaces which html fills with "%", try and keep links, graphic etc without spaces, or use the underscore "_" to fill these in.
