In addition to what Mike mentioned you might want to consider WordPress for a blog. If your site can run PHP (most Windows sites today allow for PHP to run) Personally I think WordPress is the best out there for what you can do with it. Their site is located here:

Whether you use WordPress or any other type of Script the thing to keep in mind is that while these work very well..they are not FrontPage/Expression add-ins. In other words you won't find file menus or icons on the toolbars to create these blogs. You can use FrontPage/Expression to transfer the files you need for the blogs so in that sense they are compatible.
You may need to change a few lines of code in a few places..but they all come with instructions.
In the case of WordPress...once you have it setup you will find that everything that needs to be done to add content or change things is done directly through a control panel that can be accessed from anywhere via a browser.
